I believe the reason is because for operating system partitions we really want to recommend people use btrfs for snapshotting and all that goodness and for data, where btrfs features are not needed, we would like to recommend using XFS
Selecting that role at the stage you're asked it allows yast to be pre-informed and populate the next screen with all the correct information - having it on the same screen, not so useful, as we would probably want to avoid a whole bunch of partition settings changing infront of peoples eyes
So that's why I for one prefer the 'ask the general question -> give the user an opportunity to review and tweak' 2 stage approach
This is in the expert partitioner though. For experts only :-) To me, this role selection only introduced more keystrokes without discernable benefit.
