[opensuse-factory] Disable automatic debuginfo packages in Factory

I need to disable debuginfo packages for package ghc as ghc does not produce DWARF output. Even though I disabled debuginfo packages in my spec file using %global debug_packages %{nil} debuginfo packages are still generated and the package build fails for unpackaged files. What is the correct way of fixing this? Note: Package ghc creates several sub-packages that contain shared libraries and rpm generates debuginfo for those too.
