Try running /usr/lib/control-center-2.0/gnome-settings-daemon manually and see what it spits out to the console.
This is the output
/usr/lib/control-center-2.0/gnome-settings-daemon: error while loading shared libraries: libgstaudio-0.10.so.0: cannot open shared object file: No such file or directory
