The reason for this is simple - no one has submitted those packages and/or maintainers have not accepted the outstanding reviews for those packages ... If not, then submit them!

How much time do we have? I would like to get twinkle into Leap 42.1 but I had to wait for libzrtpcpp and now I realized that while Leap presents itself as "1315", it already has ilbc-devel split out (unlike 13.2) so that another specfile hack will be needed and it may take some time before it propagates through network:telephony and staging project into openSUSE:Factory.
