No, don't enable it via command. You have to enable it via settings dialog. Maybe it is the settings dialog which fails to issue the appropiate command.
Well try for yourself and check the result via xfconf-query -c xfce4-session -p /general/PromptOnLogout Works for me both through xfconf-query and xfce4-session-settings.
Session and startup [ ] automatically save session on logout [X] prompt on logout I attempt to logout, there is no prompt, nor a checkbox.
