If you are using Tumbleweed Snapshots you need to run `tumbleweed update` (picks latest) or `tumbleweed switch` (pick whatever version you want). Otherwise, the repos point the version you have set in /etc/zypp/vars.d/ snapshotVersion. See documentation [1] in tumbleweed-cli repo.
If you run `zypper lr -EUP` you will see what the URLs evaluate to. Which should be:
http://download.tumbleweed.boombatower.com/20180502/repo/oss/
Which is a static copy of that snapshot.
