Under the package info there should be a submit package link, you will have to find a good project to include the package from: https://build.opensuse.org/package/view_file/openSUSE:Factory:Staging/dashbo... Include the fact that you want to add that package into factory in the comment while submitting to that project too.
As a related issue, what does it take to have such a package listed in the software search of https://software.opensuse.org?
