That is because we disabled automatic locks for foreign vendor, now the behavior is: - a package with another vendor is not automatically selected as an upgrade candidate. Only if you select it manually. - We have locks.
Edit /etc/zypp/locks, you can lock packages by capability, for example: amarok kde* foo > 1.0
ZYpp will go to the list, and matching patterns will be locked (for installation or changes depending if they are installed or not)

Trusted vendors are not used, unless you enable foreign vendor locking again.
