Not weird, the X11-UI does not use a toolkit and is just underdeveloped compared to Android/Windows. I think there were plans to write a GTK-based frontend at some point. mupdf is primarily a library, the mupdf executable is more of a reference implementation of a pdf viewer.

Since the X11-based mupdf viewer cannot print, saving would actually be necessary to print filled forms.
