That's probably not the 'standard user profile', but surely a valid point; and as Peter pointed out often yet, syslog remains compatible with systemd.
"zypper dup" might need to find a reasonable way of identifying if you're a 'standard user' or 'advanced user': the pure presence of /var/log/messages and/or syslog packages does not indicate anything here (as all existing users have those... but only a fraction of "all users" have setups as described by you).
