What is causing that delay? Does gnome software only work on the repo data or does it require extra web services?
It's only on repodata and locally available date in /usr/share/app-info. The issue with PK is a zypp-backend limitation as far as I understand, where our "file search' capability is too slow (this is why the default was changed to 'NO' for openSUSE). If you switch this back to TRUE and then initiate a pkcon refresh, you'll see that this takes much longer (especially on first run; it builds up a desktop-db as well).
