If so, the only reason this setting will be hidden is that you enabled "Automatically save session on logout", i.e. the /general/AutoSave property in the xfce4-session channel is set to true.

OK, however I looked up the code, the visibility of the checkbutton only depends on this xfconf property so there must be something with your xfconf settings. Try resetting xfce4-session settings via xfconf-query -c xfce4-session -r -R -p / or somewhat more radically rm $HOME/.config/xfce4/xfconf/xfce-perchannel-xml/xfce4-session.xml when logged out.
