I think the point here is that SUSE doesn't care enough to maintain it anymore in its future releases hence it putting in the effort to fix as much as possible before removing it.
And no one can be stopped easily from using old, EOL'd Linux distributions which still have old, outdated, insecure software but is the only old version that still works for a specific use case.
