Well, it does exactly what is said in the whole(!) sentence: "By default, systemd cleans tmp directories daily as configured in /usr/lib/tmpfiles.d/tmp.conf." And, as you correctly stated, /usr/lib/tmpfiles.d/tmp.conf tells systemd to never delete anything in the tmp directories. Not deleting has been the default behavior of openSUSE for years IIRC.
