It's simply because things work differently in systemd. The features provided by rccrypto scripts in sysvinit are also present in systemd, but just provided another way.

Then rcstuff scripts should be updated to invoke that functionality, assuming it is indeed there and equivalent. Which, from what I remember of the vmware and status-check cases, was not the case. Why? Well, because sysadmins (and end users too) already have a large body of scripts (just to mention one thing) that they would rather not rewrite. It isn't nice to break all your user's scripts and tell them to take care of it themselves, when you can avoid it. If you don't want to, if you don't care, well... you're entitled not to care, as your users are entitled to be upset.
