Many webbrowser can be configured to have a list of preferred languages, e.g. in Firefox that's Preferences --> General --> Language and Appearance --> Language --> Choose. I just tried it with a language that is not one of the official languages in my country of residence and I can confirm that the site's language changed to that foreign language. Therefore, I suggest you try adding English on top of the list of preferred languages in your browser. My guess is that either you are using a machine that was installed with Dutch as the system language (or the Dutch version of the browser) or the site guesses your language from your location when the list of preferred languages is empty.
