suspend.conf is part of suspend-1.0-22.2.1.x86_64. On my notebook suspending did not work either. I found a workaround, I created a file named /etc/pm/config.d/s2ram_opts.config with the following content: S2RAM_OPTS="-f -a 3" Then reboot (unloading the ACPI modules may do it as well, I don´t know) and then it worked again, pm-suspend worked.
