I guess for new packages a "legal review" step is missing. Maybe we need the OBS to manage/show/notify this. I think it's pretty common that people try to commit new packages to Factory - but they end up waiting for weeks and weeks before the request is accepted, and they have no idea what's going on. They probably feel that their contribution is not valued.
