We quite widely announced the drop of fallback mode. Why are you expecting us to support + develop something that is solely meant for other desktops? Note that the code is out there, it just does not support Bluez 5 and it requires real development time. If some desktop wants a git.gnome.org account we can do that (code should be in a new repository though).
