Out of curiosity, what's the problem with those references?
Normally the idea is that users can quickly see whether a particular issue has been addressed in the package they are using.
If a bug number is mentioned again and again in the changelog, the bug is unlikely to be fixed - and certainly wasn't the *last time* that bug got mentioned in the changelog two weeks ago.

If that would be the case, yes. But here it's a fake bug that reads like it was never intended to provide any useful content.
