Those dependencies are given from the upstream texlive data base in the file texlive.tlpdb.xz ... as this is used to generate the spec files as well as their dependencies I'll not gone change this. IMHO there are also some missed dependencies which are not visible if the collections and schemes packages are used. In fact you may use texconfig to configure your used hyphen. The hyphen file them selfs arn't that bulky.
