Not unless the user intentionally installs an optional package. Only people who want "/usr/bin/python" pointing to python3 would install this package. So the normal and expected end-result would be "/usr/bin/python" pointing to python2. Only people who really, really want "/usr/bin/python" pointing to python3 would install this package.
