Even without vendor change you have to be careful to not have incompatible repos in the list
The aim should be to get packages into TW proper and eliminate the need for 3rd party repos (obvious exceptions - but even there, the warning holds true)
But nevertheless, users most do "zypper dup" to properly update tumbleweed, so the warning should not discourage using dup in TW, just that they must take care.
