that way you always get a stable factory snapshot.
It should be done a) with hard links b) below /pub/opensuse/factory/ so that mirrors which rsync factory separately can benefit from -H. Keep it simple - f.e. just add a directory /pub/opensuse/factory/old/ which gets filled with hardlinks to ../repo/... before repo/ gets changed.
