Yup but maintaining both _plus_ keeping both behavior in sync is even more pain and not even possible as you see in 12.1.
at some point sysvinit will go away,hopefully in 1 or 2 release cycles.
Decoupling sysvinit and systemd would make it possible to let users and packagers decide what they want to maintain/use.
