util-linux-tty-tools in legacy distros

Hi all, for fixing apcupsd build, whose configure script has a really bad desire for /usr/bin/wall, I had to add BuildRequires: util-linux-tty-tools This makes it unresolvable in all legacy distros (15.x and earlier). Now devel projects generally do not have to care for "old crap", so this is fine. However, for such cases, wouldn't it be wise if the prjconf of all old distros had an appropriate "Substitute:" line for that? That would be an easy fix for all these (or maybe a FileProvides: /usr/bin/wall?).
