There is idea.opensuse.org.  And it does work.  I submitted a few ideas
for Evolution enhancements and they got adopted.    But, I would agree
with the contention that not enough attention seems to be drawn towards
that site.
idea.opensuse.org was used for our hackweek, don't use it for openSUSE
feature requests.  We will have openFATE soon,
