/etc/sysconfig/* are config files. That they have "shell-compatible" syntax and that they were parsed by a shell was a mere implementation detail.
server:~ # grep '# *! */' /etc/sysconfig/* server:~ #
=> no shebang, no script.
But you are probably also complaining if local root exploits in the kernel are fixed, because now you no longer can use that to become root easily...
