This was always a best-effort thing and there is no ETA for its completion.
This "best effort" looks like it was quickly messed up 5 years ago and nothing happened since then. I think we are waiting long enough. I'm going to remove all the mess from util-linux.spec file again. BTW util-linux's original make install would build fine if /bin and /sbin would be finally linked to /usr/bin. Now with all these "#UsrMerge links" it would fail anyways.
