This would be good as long as it was obvious that an editor is not going to be installed by default and the installer must choose one. One place I can think of that a missing editor was annoying was the ZENworks imaging boot disk. It uses something similar to busybox for the commands but didnot include an editor which made it a pain to modify configuration files etc.
My definition of base system (minimum system) would also be the hardware it runs on. Minimum memory, graphics/text display etc. When constructing a minimum/base system this could be taken into consideration when choosing pieces to be included or not.

What I was trying to say is that the hardware, that a base system should be aimed at, should be minimum spec as well. Minimum memory, minimum video capibilities, etc. For example I have a machine running here as a server, uses runlevel 3 and I ssh into it to manage, the monitor powerlead is unplugged most of the time. The monitor is an old 15" Philips that when trying to install 10.1 and 10.2 does not handle the default resolution of the very first screens of the install. So I have to guess the keypresses to choose the option to change the resolution to minimum so the install continues. It is a bit annoying that the very first screens are GUI based and do not use a minimum resolution.
