I just tried displaying a dialog with kdialog (I don't have zenity installed) by adding the line "kdialog --textbox /etc/os-release" to etc/X11/xdm/Xsetup, and it worked the same as in kdm.
According to the link you posted, it seems you want to display the dialog when a user actually logs in though. Xsetup is already run *before* the login screen is shown. That should be doable in /etc/X11/xdm/Xsession (again, the exact location is configurable) then, which is called when starting the user session (Xsetup is already run *before* the login screen is shown).
