Yes, that's what I meant with freeze.
otherwise I fear that there won't be any way to "gradually" freeze the repository: stop major changes at some point in time (first beta release of openSUSE X.Y?) and really freeze when openSUSE X.Y releases. I think I like the idea coolo (?) had - create source links to maintainer's home: projects initially and replace them with copies at some point in time, so that all further changes go through a review (a compromise based on the assumption that a review of every change every time is impossible).
