It's related to the size of the target. Whether it's a bug or not I can't say, but if the idea is really that /home is recommended to be XFS, then below that minimum size the entire installation should be XFS.
It certainly makes sense to have a single partition when disk space is small, but it doesn't make sense to have it as btrfs (because of space needed by snapshots).
