Even better, starting with 12.3, we didn't enforce journal storage on disk by default, since it is now pulled by the "systemd-logger" package (to allow people to not install any syslog implementation) which is NOT installed by default.
In 12.2, /var/log/journal was created by default (enabling on disk journal persistence) and it is kept when upgrading (because we can't detect if user want to keep it or not). If you don't want it, just remove the directory.
Those things would have deserved proper documentation (since you do not point to documentation, I assume that it does not exist). At least, a release notes entry is required.
