supposedly, rpmnew and rpmsave are to provide "standard" or "default" configuration files where the system's configuration files have been changed. But there is no /etc/localtime ".conf" file. This is probably an error, but we must wait for someone more knowledgable the I for explanation.

The /etc/localtime is a symlink. In my case, it points to ../usr/share/zoneinfo/Europe/Amsterdam, but this depends on the timezone you're in.
