This is not something that happened "lately", this is going on basically since introduction of GDPR and SUSE being an independent business eat a lot of "legal time". We suffer from the same impact also on SUSE products, it's not an openSUSE specific problem - openSUSE Factory specifically just has a much higher rate of new packages than other projects (arguably because a lot of said packages then come from Factory). So I propose to turn the legal default to accepted for Factory. This means packages get accepted on probation and if the lawyers later find the package not acceptable for openSUSE distribution, we'll fix it (in doubt by removing it altogether).
