AFAIR, the "KDE Team"s "customers" are developers who want to build something on top of the KF libraries. The fact that a so-called "desktop environment" falls out of the project which is apparently somewhat usable is just a side effect, but not really intentional. And so nobody cares really about translations and stuff. But of course you can become active in upstream KDE and change that.
