IMU an .rpmsave file will be created each time rpm notices that a %config file has been modified by the user and is no more part of the package file list of the new package version.
You can mark the files in /etc as %ghost. That way they are still listed in the file list so rpm won't touch existing ones. The downside is that rpm also won't remove unmodified versions of such config files of a previous package.
