Requests are for code changes (new versions...)
Once logged-in, you can pop into the devel project/package Users' page[3] and you'll see on the right a letter icon with the email address of the person so that you can contact them
The best way for that is, when available, to use the sidebars' Report Bug button, as it will have preassigned the bug to the correct person already (wernerfink here)
If it doesn't exist, you could assign (Show advanced fields on Bugzilla and pop in the email address you found earlier) the bug to the most recent contributor
