agreed, this is the justification: the rpmdb is core enough to the system to be put on a system-specific file system. Maybe in former times the package management wasn't considered important enough for booting in a rescue mode (without /var). Nowadays, the ~150-200MBs it uses are probably not worth to single out anymore - well, it's not like a user DB which can grow into TBs.
