On current Tumbleweed 20150712 I switched with CTRL+ALT+F1 to the first virtual console, logged in as root and started yast. The interface decorations, i.e. the borgedr are all wrong (wrong ASCII sign). When yast is started the second virtual console (CTRL+ALT+F2) the interface of yast is correctly displayed.
It's probably related to systemd failing to setup first terminal properly. This was mentioned several times, I'm not sure if there was any resolution. I think in one case it was determined that loading video drivers reset terminal settings; I also know that if plymouth is active it may block terminal so loading font (mapping) becomes impossible.
