From my interactions with the upstream of Bugzilla, they are hard working, well meaning bunch, that sadly, as many other open source project, get hung up on not having enough contributors. Even though they have the next release of Bugzilla almost ready, they don't have the resources required to sufficiently test migrations, do testing and otherwise prepare for the release. They were affected real bad by the layoffs at Mozilla this and last year.
