On non-GNOME setup (not sure about KDE4, though), the "default" is the alsa-lib dmix. In most cases, it's exclusive with PA unless PA uses the dmix again. Thus, skype works, but only when you don't play something via PA.
I uninstalled PA little after installing 11.1, so I can easily be wrong. But I think that, since 11.1, PA is enabled* always (on 11.0 was only enabled with Gnome). And what is worse, there isn't a QT/KDE equivalent of pavucontrol. I suppose right now Gnome uses pavucontrol like the default mixer app, true?
