When this has happened to me, I cleared the download cache (zypper cc). This should remove all the downloaded updates that are taking disk space.
Note that early Tumbleweed (in its current incarnation as a rolling distro) missed to set up /var/cache (and thus /var/cache/zypp/packages) as a seperate subvolume. Any downloaded packages ended up in the snapshot. A new installation has this fixed, an updated installation may be affected.
