You should remove virt-manager from the project. You just need AppIndicator3, which is a (soft) runtime dependency, not build dependency.
You're right. Can you actually use virt-manager? If so, there might be some misconfiguration or some trouble with libvirt, polkit or whatever that keeps it from working on my machine. I'll try on another machine tomorrow. And: You're using 13.1, right? Maybe it's a factory/tumbleweed issue.
