Should both be caused by /sbin/blkid missing in the installation system.
This has been reported a few times by various people but always without YaST logs. Please attach YaST logs for any problems concerning YaST.

Unfortunately this is not possible because the install is not completed. If no partitions can be defined, one has to cancel the operation, and everything is lost.
