I assume he's just saying that since 2.0.11-stable is out, some human has to pull 2.0.11-stable and update OBS with it, then push it to factory from there.
If its an important library for you, volunteering to be the person that watches for updates and does the OBS / factory updates would ensure its as up to date as you keep it.
I don't know about in the past, but currently openSUSE is very easy to contribute to as in the above. Just put your hip waders and walk on in.

I'm running into various compatibility problems that are leaving me exposed to problems that could cause much worse problems for me, including losing my ability to easily access the internet. I need to prioritize my development efforts as my available development time is both unpredictable and limited... But if my contributions are still needed when I finish my upgrade, I will make it a priority to get involved! That's the best I can do right now though..
