You should, because as 13.1 is Evergreen, all those users will have to consider upgrading to 42.2.
13.1 is EOL in November 2016, which matches perfectly with the release of Leap 42.2. Thus lot of people won't resits the temptation of skipping openSUSE 13.2 and Leap 42.1 during the update from openSUSE 13.1 to Leap 42.2.
