Huh? No, rpmbuild is fully supported. You just won't be able to rebuild every rpm on every system.
Indeed, it is e.g. a perfect way to rebuild packages from openSUSE 10.3 on a different architecture. For example, build service packages which you want to use on an architecture that the build service doesn't support. osc build respectively build.rpm in fact. use rpmbuild themselves.
