To contribute to Tumbleweed it's easy, I just submit a package/patch to OBS and wait for an approval. But I don't really know how to submit/backport a patch to Leap as I really want to submit some patches. There seems to be many procedures I don't know yet.
The process for a Leap distro before it is released is much the same its just you submit to a slightly different location.
